MIC staff presented the final 2025 Duluth-Superior Area Bicycle Transportation Plan to the MIC Policy Board and they voted unanimously to adopt it.
MIC staff will recommend adoption of the final 2025 Duluth-Superior Area Bicycle Transportation Plan by the MIC Policy Board at its March 19, 2025 meeting. This meeting is open to the public and comments will be taken.
The final was presented for review by the BPAC at a special virtual meeting. BPAC members voted unanimously to recommend its adoption by the MIC Policy at its meeting on March 19, 2025.

1917 West Superior Street, Duluth, MN, USAPublic open house for those interested in bicycle transportation in the Duluth-Superior area to review the draft MIC Area Bicycle Transportation Plan (2025 update of the 2019 plan), including the proposed route map, project lists, and draft chapters, as well as an opportunity to ask questions and provide comments.
The draft chapters, updated maps, proposed prioritization metrics and project list were key items reviewed and discussed at the meeting of the full Bicycle-Pedestrian Advisory Committee.
Next steps will be to post the draft document online for public review and comment; to hold a public open house in mid-February; and to present the final 2025 MIC Area Bicycle Transportation Plan to the TAC and MIC Policy Board for adoption at the March 18 & 19 meetings.
Following staff changes at the MIC, a re-focused approach and timeline for completing the 2025 update of the MIC Area Bicycle Transportation Plan (previously titled the Duluth-Superior Metropolitan Bicycle Plan) was discussed with BPAC leaders, who agreed to draft the updated chapters with coordination by MIC staff.
Throughout December, the prioritization framework was developed and projects prioritized, plan chapters were revised and maps updated.
A presentation and discussion at the TAC meeting focused on the main criteria to be used for prioritizing bike facilities in the 2025 update of the Bike Plan. These included proximity to Short Trip Generator areas; to areas with low or high vehicle ownership rates, and to the new DTA routes.
MIC staff, with input from the BPAC’s Bike Subcommittee, has identified new goals, projects and policies for the 2025 update of the 2019 plan.
The 2025 plan will be re-framed and re-titled as the “MIC Area Bicycle Transportation Plan“
The final Duluth-Superior Metropolitan Bikeways Plan was presented to and approved by the MIC Policy Board.
No public comments were received at the meeting.

Bicyclists and other interested community members are invited to give input into the map of the proposed bikeway system. Stop by the open house anytime between 4 and 7 pm to learn more and share your thoughts.
As its name suggests, the 2025 update of the MIC’s Duluth-Superior Area Bicycle Transportation Plan defines bicycling as a mode of transportation – a way for people to travel – and identifies bicycle routes as a fundamental element of our regional transportation system.
It’s also an action plan that describes why, how, and where a safe, convenient and interconnected network of bicycling facilities can be implemented throughout Duluth and Superior.
As bicycling is an important and growing transportation option in our area, this plan is intended to be used by roadway jurisdictions and community members alike, as a tool to guide and encourage the development of future transportation projects that will support people of all ages and abilities to ride bikes to their destinations.
This plan is also a complement to the MIC’s long-range plan, Sustainable Choices 2050, and its vision for our region’s transportation system. The Duluth-Superior Area Bicycle Transportation Plan is about more than bike routes. If and when implemented, it will help to advance many of the goals – safety, mobility, equity, livable communities, health of people and the environment – that are important to the people who live and work here.
Background Information – 2025 Update
The MIC has been working to develop a bicycle transportation network throughout the greater Duluth-Superior area since it released its bike route plan in 1994. Since then, a series of bicycling improvements have been undertaken, including:
● Installation of on-street wayfinding bike route signage
● Construction of a backbone linear multi-use path running the length of Duluth (including the extension of the Lakewalk to Brighton Beach to the East and the planning and construction of the Cross City Trail to the West)
● Bicycle parking improvements (including providing bicycle racks at all schools)
● Encouragement events (annual Bike to Work and Bike to School Days)
● Establishment of a formal bicycle count program to assist with the evaluation of the bikeway network
● A series of public engagement sessions to identify bike lane locations in the City of Duluth
It is a large undertaking to move from simple wayfinding signage to a designated system that includes space on the street for bicycles, but efforts to improve the on-street network have kicked into gear.
This Plan will reflect the work that has been accomplished to date and will provide guidance for the implementation of a safe, interconnected bikeway system that encourages people of all ages and abilities to bicycle to their destinations.
