Public involvement is integral to good transportation planning. The MIC works to ensure that federally-funded transportation investments are coordinated among local jurisdictions and developed with input input from the people who live and work here.
With the 2021 update to the Public Involvement Plan, our goal is to encourage meaningful public involvement that informs and actively seeks input from a broad range of community stakeholders throughout the planning process, before key decisions are made and while there is ample opportunity to influence decisions.
We identify project stakeholders in accordance with federal requirements and the MIC’s Title VI plan, which emphasize the need to seek out and consider the needs of those historically underserved by previous decision-making processes or existing transportation systems, such as low-income and minority households.
Federal regulations direct the MIC to develop and use a public participation plan to ensure that citizens and stakeholders are given reasonable opportunities to be involved and give input into the metropolitan transportation planning process.
The 2021 update of the MIC’s Public Involvement Plan is the framework for the MIC’s public involvement process, developed in accordance with best practices and in compliance with the requirements of the FAST Act § 1201, 23 USC 134 (Metropolitan Transportation Planning) and 23 CFR 450.316 (Interested Parties, Participation, and Consultation).
The Public Involvement Plan needs to be updated every 3 years and will lay the groundwork for MIC staff to undertake the 2050 update to the Long Range Transportation Plan. Because the Public Involvement Plan itself needs public involvement, it includes a minimum 45-day comment period for the Draft Plan.

Release of Draft Document for Public Review
The MIC has prepared a draft Public Involvement Plan (PIP). The plan presents the updated public involvement procedures that the MIC will adhere to as the designated Metropolitan Planning Organization for the Duluth-Superior urbanized area.
Comments are invited and encouraged and may be forwarded to Rondi Watson through November 30 (contact info at right).
Comments are also welcomed at the two virtual public input sessions to be held on Wednesday, November 10 at 9:00 am and 12:00 noon. Login and phone-in information is shown in the posts, below.
The Public Involvement Plan, along with all comments received, will be considered for final approval at the MIC Policy Board meeting on December 8, 2021 at 6:00 pm.
