The Transportation Improvement Program being developed for Duluth, Minnesota

For a project to be eligible for federal funds, it must be included in the MIC’s 4-year Transportation Improvement Program (TIP).
Because transportation projects are often large, costly, and time-sensitive, they must be programmed and planned well in advance.

We’re currently working to identify the projects that will receive federal funding in 2030. Your input, NOW, can help shape these projects.

2027-2030 Duluth Area TIP Approved by MIC Policy Board

The MIC Policy Board voted to adopt and approve the final 2027-2030 Duluth Area Transportation Improvement Program.* This document:

– Lists all transportation projects that will receive federal funding for the next four years, including:

  • Roadway improvements
  • Public transit upgrades
  • Bicycle and pedestrian infrastructure
  • Bridge repairs or replacements

 
– Details the federal, state, and local funding sources for each project

– Aligns with the MIC’s long-range transportation plan and is fiscally constrained (i.e., only includes projects with committed funding).

Comments received through August 12 on the Draft TIP were incorporated into the final TIP, as appropriate, and are documented in the Appendix along with the MIC’s responses.

* Until this TIP is approved by MnDOT and the FHWA, the 2026-2028 Duluth Area TIP remains the current version.


Final 2027-2030 Duluth Area TIP to be Presented for Approval by the Policy Board

The final TIP will be presented for approval by the MIC Policy Board at its meeting on September 16, 2026. The meeting is open to the public and comments will be taken before the Board vote.


Comment Period Closed for the Draft 2027-2030 Duluth Area TIP

The public comment period for the Draft 2027-2030 Duluth Area TIP is now closed.

All comments received will be addressed in the final TIP document, which will be posted on this page on October 8, 2026.

The final TIP will be presented for adoption by the MIC Policy Board at its meeting on September 16, 2026. The meeting is open to the public and comments will be taken before the Board vote.


Draft TIP Open for Public Comment through 8/12/26

The Draft 2027-2030 Duluth Area Transportation Improvement Program has been released for the required 30-day public comment period. This document lists all regionally significant transportation projects proposed for 2027-2030. Public comments will be taken through Wednesday, 8/12/2026.

2030 Projects Approved for Inclusion in Draft 2027-2030 Duluth TIP

At the March meeting of the MIC Policy Board, the new 2030 projects proposed by area jurisdictions to receive federal STBG (Surface Transportation Block Grant) Program funding were unanimously approved for inclusion in the Draft 2027-2030 Duluth Area TIP. Additionally, two projects were approved to receive the 2028, 2029, & 2030 CRP (Carbon Reduction Program) funds.

2030 Projects to be Presented for Approval (Opportunity for Public Comment)

At the March 23, 2026 meeting of the MIC Policy Board, new projects proposed to receive STBG (Surface Transportation Block Grant) Program and Carbon Reduction Program (CRP) funding will be presented for approval for inclusion in the Draft 2027-2030 Duluth Area TIP:

City of Hermantown – Reconstruction of Hermantown Road from Okerstrom Road to Haines Road

All projects will be presented for approval for inclusion in the Draft 2027-2030 Duluth Area TIP at the MIC Policy Board meeting at 3:00 pm on March 23, 2026.

The meeting will be conducted as a Hybrid Meeting, which will be held in person at the ARDC Offices at 221 W 1st Street in the Arrowhead Room located on the 1st Floor, or you may participate virtually via Microsoft Teams (login info is included in the meeting link, above). The meeting is open to the public and comments will be taken.

It is recommended that comments or questions be submitted in advance to TIP Coordinator, Eli Norlander (email link at right, above), who will forward them to Hermantown or Duluth staff and present all comments and responses to the Policy Board for consideration.


Projects Proposed to Receive MIC Area CRP Funding

As described in the 12/05/2025 post, the MIC had three fiscal years (2028, 2029, and 2030) of Carbon Reduction Program (CRP) funding available at the start of the project solicitation period from December 1, 2025 – January 9, 2026.

  • Upon conclusion of the application period, the MIC received one application for two of the available years of funding (FY 2029 and 2030):

St. Louis County — Morris Thomas Road Sidewalk Addition from Okerstrom Road to Haines Road

  • For the remaining year of CRP funding (FY 2030), MIC staff met with jurisdictions to identify an eligible project for the funding and meeting participants agreed on the best fit project:

St. Louis County – Arrowhead Road Sidewalk Construction

As a substitute for an application, information from the 2023 Transportation Alternatives (TA) program application for the same project was used to provide project details. MIC Staff added a carbon emissions reduction evaluation to the project packet.

 


Project Applications Received for 2030 STBG Program Funds

Two jurisdictions have submitted applications for 2030 Duluth-area TIP projects seeking federal STBG program funding:

City of Hermantown – Reconstruction of Hermantown Road from Okerstrom Road to Haines Road

MIC Area STBG and CRP Funding Allocations for FY 2030

Every year, all MPOs, including the MIC, receive an allocation from the federal Surface Transportation Block Grant (STBG) program to fund selected TIP projects within their respective planning areas.

In addition, the Carbon Reduction Program (CRP) implemented by the Infrastructure Investment and Jobs Act (IIJA) created an additional funding source through FY 2030 with a set-aside for MPOs to program.

The table below shows the funding amounts allocated for the Minnesota portion of the MIC Planning Area by year for these two programs:

As noted below, project applications were distributed to eligible jurisdictions for 2030 TIP projects using these funds. MIC staff will review the applications and present them to the MIC Policy Board for approval to include in the draft 2027–2030 Duluth Area TIP.


2030 STBG Project Solicitation Period Begins (through 1/9/26)

Project applications were distributed to jurisdictions and agencies eligible to receive 2030 federal Surface Transportation Block Grant (STBG) program funds for projects in the Duluth planning area— St. Louis County, cities with a population over 5,000 (Duluth and Hermantown), the Duluth Seaway Port Authority and the Duluth Transit Authority (DTA).

2030 Duluth area project submittals are due January 9, 2026.


2030 STBG Pre-Application Meeting

MIC staff met with staff from local jurisdictions and MnDOT to review the MIC’s revised Surface Transportation Block Grant (STBG) Program application for FY 2030 Duluth area projects. The discussion covered potential 2030 projects, the MIC’s long-range goals and performance measures, the timeline for developing the 2027–2030 Duluth Area TIP, and available Carbon Reduction Program (CRP) funds for eligible projects in the MIC planning area.
