Public involvement is integral to good transportation planning. The MIC works to ensure that federally-funded transportation investments are coordinated among local jurisdictions and developed with citizen input.
With the 2018 update to the Public Involvement Plan we hope to explain our process and encourage participation in the MIC’s planning activities, as well as to broaden the range of voices and views expressed.

Public Comment Period Extended Until 1/16/18

The MIC has extended the public comment period for the draft Public Involvement Plan for the Duluth-Superior metropolitan area, due to technical issues with the dsmic.org website in November that periodically prevented the draft plan from being downloaded.

Comments are also welcomed at the two drop-in “open house” public information sessions to be held on Wednesday, January 3 and Thursday, January 4, 2018 from 9:00 a.m. to 5:00 p.m. at the MIC office on the skywalk level of the ARDC building, 221 West First Street, Duluth, MN.
The Public Involvement Plan, along with all comments received, will be considered for final approval at the MIC Policy Board meeting on January 17, 2018 at 6:30 pm at the meeting room at Vintage Italian Pizza, 1201 Tower Ave, Superior, WI.

The MIC has prepared a draft Public Involvement Plan for the Duluth-Superior metropolitan area. The plan presents the updated public involvement procedures that the MIC will adhere to as the designated Metropolitan (Transportation) Planning Organization for the Duluth-Superior urbanized area.

Presentation to MIC Board about 2018 Update of the Public Involvement Plan
Action Requested: Motion to approve start of 45-day public review period for draft Public Involvement Plan, effective 10/29/17
The role of every Metropolitan Planning Organization, including the MIC, is to set priorities for federal and state dollars on existing and future transportation projects using a continuing, cooperative, and comprehensive planning process. The MIC’s Public Involvement Plan identifies the steps and strategies the MIC takes to engage the project stakeholders at each phase of the process.
The goal of the plan was to update the 2013 version to reflect the new federal requirements from the FAST ACT transportation bill, generate stakeholder input, educate local jurisdictions about our planning processes, and incorporate new techniques to improve our outreach to the public for all our planning initiatives
This update of the Public Involvement Plan also lays the groundwork for MIC staff as the 2045 Long Range Transportation Plan gets underway.
Because the Public Involvement Plan itself needs public involvement, it includes a minimum 45-day comment period (effective October 29) for the Draft Plan. In addition, it will be presented to the TAC and MIC for input and made publicly available for review and comment.
