The Duluth Thoroughfare Plan is one element of the City of Duluth Comprehensive Plan. The information contained in this plan will aid the City of Duluth in setting priorities for their street projects, developing a maintenance schedule, managing access to new and developing businesses, and planning for the expansion of the roadway network. The principal purpose of the Duluth Thoroughfare Plan is to review the street and highway system to determine the actual functions of these roadways.
