Unified Planning Work Program and Budget

Our Roadmap for Transportation Planning

View the current (2026-2027) MIC Work Program & Budget

The current Unified Planning Work Program (UPWP) presents, in detail, how the MIC will use federal, state, and local planning funds to meet federal metropolitan planning requirements. It describes the transportation planning and administrative activities we will carry out during the current calendar year as well as the budget to accomplish that work.

Each UPWP covers a two year period, however, the UPWP is developed and approved annually. Its second year is provisional and is only used to help the MIC, its members and its funding agencies understand upcoming planning tasks and budgetary needs.

The MIC Director develops the UPWP for the upcoming two years in consultation with partner jurisdictions. The final document is adopted by the MIC Policy Board and approved by MnDOT, WisDOT, FHWA and FTA. The UPWP may be amended or administratively modified as needed, to reflect changes in funding or project scope. (See the “Development & Approvals Process” tab, below).

The overall objectives of the UPWP are:

  • To help implement the MTP by conducting the planning work necessary for achievement of the goals, objectives, and projects within it
  • To coordinate planning work among and between the MIC and its jurisdictional partners
  • To provide transparent financial management of the MIC

The MIC’s planning activities are supported by funding from:

  • The Federal Highway Administration (FHWA)
  • The Federal Transit Administration (FTA)
  • The Minnesota and Wisconsin Departments of Transportation
  • The Arrowhead Regional Development Commission
  • The Northwest Regional Planning Commission
