The goal of the Duluth-Superior Safety Action Plan—and the commitment by the MIC Policy Board—is to eliminate deaths and serious injuries from traffic crashes in our region.

The Metropolitan Interstate Council (MIC), the federally-designated transportation planning organization for the greater Duluth-Superior area, has produced a Safety Action Plan to improve safety for everyone who uses our roads—whether you drive, walk, roll, bike, or take the bus.

Project Overview

The Safety Action Plan was developed by:

  • Working together with elected officials, local jurisdictions and transportation agencies;
  • Listening to community members to ensure the Plan reflects the real needs of people across the region.
  • Establishing metrics to track long-term safety outcomes and assess progress toward achieving zero roadway fatalities and serious injuries.
  • Designing safer roads that account for human mistakes and help reduce the severity of crashes.

The final Plan:

  • Identifies the highest-risk locations and highest-priority traffic safety improvements to make travel safer for everyone in the Duluth-Superior area;
  • Recommends projects and policies that can be put into action;
  • Support coordination among jurisdictions by aligning with the U.S. DOT’s Safe System Approach.
  • Helps local jurisdictions prioritize, apply for, and justify funding for recommended safety improvement projects.
That means real safety improvements, in the places that need them most.
Project Goals
  • Build strong support among local leaders to reach a shared commitment to traffic safety.
  • Establish metrics to track long-term safety outcomes and assess progress toward achieving zero roadway fatalities and serious injuries.
Project Area

The Safety Action Pan Area covers approximately 641 square miles within St. Louis and Douglas counties in Minnesota and Wisconsin, respectively.

Project Timeline

In late 2025, our public engagement team began targeted outreach, including one-one-one interviews with MIC Policy Board members and focus group discussions with key stakeholder groups. At the same time, our technical team collected the most recent five years of crash data (through 2024), and began to update the Phase 1 Safety Analysis using the additional data and the same methodology developed for that report.

In 2026, the project advisory committee met in January, and outreach continued through late March with a broader focus on the general community. This qualitative input will be factored in to the final Safety Analysis Update and help to identify high-risk locations and the Project and Strategy Selection.

The draft plan will be released in June for public comment. The final Safety Action Plan will be presented to the MIC Policy Board for adoption in September 2026.
