This is the fourth comprehensive plan undertaken by the City of Proctor, MN. Its first comprehensive plan was completed in 1974 and revised in 1997. The MIC was enlisted to complete the next update in 2002, and again in 2010.
This 2010 Comprehensive Plan, titled 2020 Vision, reviews and refreshes the strategies from the previous plan and addresses new issues that have arisen since 2002.
