The purpose of this study is to examine transportation circulation patterns and to identify transportation deficiencies in the upper Lake Avenue corridor (from the I-35 interchange through Superior Street up to 7th Street and the 7th Street connection to Mesaba Avenue) of the Duluth Central Hillside area.
