The Duluth-Superior MIC, in conjunction with the Duluth Transit Authority, initiated a regional transit study focused on determining the need for and feasibility of new transit services connecting the City of Duluth to outlying areas, concentrating on the cities of Hermantown, Cloquet, and Two Harbors. The objective of this study was to identify any unmet needs in this area and to look for opportunities to enhance transit service.
