In attempt to address pedestrian safety concerns and transportation enhancement needs in the vicinity of 6th Avenue East in downtown Duluth, the City of Duluth and Duluth-Superior Metropolitan Interstate Council (MIC) proposed a design concept to convert the 6th Avenue East from the existing 4-lane street to a 3-lane street with a left turn median.

Before such changes could be recommended or implemented, it was essential to fully understand whether the proposed roadway changes would impact the traffic distribution in the adjacent intersections and streets and subsequently affect quality of life in this area.
